Four men are facing charges after an alleged assault and damage at the Co-Op refinery last week.
On Thursday, police were sent to 9th Avenue North after reports the road outside the refinery was completely blocked by traffic.
The road was quickly opened again with the exception of some vehicles parked near one of the entrances to the refinery. As officers approached, they could see some kind of fight had happened with one man suffering cuts and bruises.
During the investigation, evidence led to the arrests of 29-year-old James Mohns of Regina, 37-year-old William Dulong of Regina, 41-year-old Kristopher Atkinson of Emerald Park and 50-year-old Ward Johnson of Regina on Monday.
At the time that the four were at police headquarters being processed, a procession of vehicles continuously circled the 1700 block of Osler Street, which is where police headquarters are located, in what police say appeared to be a protest with vehicles moving slowly and at time stopped altogether.
On Monday, a procession of vehicles circled RPS HQ on Osler St.
12 tickets were issued.
RPS Supt. Lorilee Davies, in charge of Community Services Division (Patrol), says officer discretion works in some cases, but cannot be used every time.

With police unable to get their vehicles in or out of its compound, they put a stop to the proceedings and issued a dozen tickets. A short time later, another procession happened on 9th Avenue North near the refinery where another seven tickets were issued.
This is the latest in the labour battle involving UNIFOR Local 594 and Federated Co-Op. A lockout occurred December 5 after the union gave 48 hour strike notice.
The main sticking point is pensions.
