The vice president of the Canadian Fedeation of Agriculture, Todd Lewis, is not surprised by Russian moves to use grain as a weapon.
Lewis says it is unfortunate that Russia is putting the food security for a lot of the world at risk.
Russia and Ukraine are key suppliers of wheat, barley, sunflower oil and other food to countries in Africa, the Middle East and parts of Asia where many are struggling with hunger.
