REGINA — Here is what to expect for the October 15 Regina Executive Committee meeting.
Regina partners presenting budgets:
On Wednesday, the Regina Public Library (RPL), Economic Development Regina (EDR), and Provincial Capital Commission will each present their budget ask for 2026-27.
For the RPL, they’ve requested a mill rate increase of 3.85 per cent for 2026, and 4.33 per cent in 2027.
The RPL’s five-year 5.5 per cent dedicated mill rate to help cover the library’s Central Branch renewal project will also kick in for 2026, meaning the average home owner will pay an additional $19.82 for 2026 and $20.70 in 2027.
Documents show the board expects to generate nearly $6 million between the two years from the mill rate increases.
As for EDR, they’ve requested $2.1 million of funding in 2026 (no change from 2025) and $2.172 million in 2027 (an increase of approximately 3.45 per cent over 2026).
The uptick in 2027 is primarily due to increases in salaries and benefits.
EDR says they’re committed to five big moves for Regina, including economic growth & diversification, talent & citizen attraction, entrepreneurship growth & support, regional economic development and sales & marketing.
Finally, the PCC is requesting $2.719 million for 2026 and 2027, the same as 2025.
The PCC maintain Wascana Centre, which is filled with 1,900 acres of land.
Going forward, the PCC estimates “status quo funding will no longer be sufficient”, since the organization’s surplus will be depleted come 2027-28.
“Next year’s budget submission will highlight the urgent need for an updated long-term funding solution that secures financial stability,” they note.
Housing Accelator Funds (HAF):
The city is requesting council approve $7.235 million in HAF for seven different projects.
These include:
- Affordable Housing Lands Policy
- Community Land Trust Start-Up Grant
- Social Enterprise Maintenance Company Grant
- Incremental Development Mentorship Pilot Program
- Infrastructure and Servicing Information Program
- Consulting Fees for Wastewater Infrastructure Modelling
- Downtown Office to Residential Conversion Program adjustments.
All topics will be debated tomorrow, and any final approval will come at next week’s council meeting.
