REGINA — A Saskatchewan high risk sex offender residing in Regina has been added to the RCMP’s national High Risk Child Sex Offender database.
The database says Jared Charles, 27, has a history of violent sexual offences and kidnapping involving children.
During Charles' time of incarceration, programming to address risk factors was completed. However, investigators have concluded the programming is not sufficient to adequately address the risk factors that cause him to re-offend sexually. They note that Charles has indicated that he is unable or unwilling to abide by conditions and that he is at a high risk to re-offend sexually.
According to Regina Police Service, when Charles was released last year, he was to be living in the Heritage community in a residence approved by the court.
Under conditions given by the court, Charles can’t contact or access certain areas with children under the age of 16.
But, Regina police said Charles has made it clear he’s unwilling to abide by the conditions, increasing the risk of re-offending.
Charles is about 6 feet tall and 183 pounds. He has black hair and brown eyes. He sometimes uses the spelling of “Jarrod” for his first name.
Conditions of his release:
-Must live at an approved residence;
-Have no contact or communication with any person under the age of 16 years, unless done so under the supervision of an approved person;
-Not go to a public park, public swimming area, where persons under the age of 16 years may be present or can reasonably be expected to be present, or a school ground, playground, or daycare centre;
-Not use a computer system for the purpose of communication with a person who is under the age of 16 years;
-Not obtain or continue employment, or be a volunteer in a capacity that involves being in a position of trust or authority towards persons under the age of 16 years;
-No contact with any prior victims;
-Not possess or consume alcohol or drugs that have not been prescribed by a medical doctor;
-Not enter or be in any place of which the main purpose is to sell alcohol, such as bars or liquor stores; andd
-Not possess any firearm, ammunition, or any other weapon;\.
