PRINCE ALBERT — UPDATE: Saskatchewan’s RCMP Homicide Investigation Unit have charged two men in the death of 33-year-old Horace Bear. Eugene Caisse, 26, and Britain Volk, 25, are each charged with second degree murder.
Saskatchewan RCMP’s Homicide Investigation Unit have also laid charges related to the altercation that resulted in multiple inmates being injured. Caisse was additionally charged with aggravated assault, and Steven Smokeyday, 26, and Lauder Bear, 26, are each charged with aggravated assault.
Original story: A fight in the maximum-security unit at Saskatchewan Penitentiary has resulted in the death of one inmate and two others requiring outside hospital care.
Correctional Service of Canada (CSC) says that Horace Bear died. At the time of his death, he was serving two years, nine months and 24 days since December 2024. They say his next of kin have been notified.
The two injured inmates were evaluated by CSC staff and transported to hospital. One inmate was treated for his injuries and returned to the prison later that evening, while the second inmate remains hospitalized. No staff members were injured during the incident.
The maximum-security unit was locked down and operations were modified to ensure safety of the prison, its staff and inmates, and to allow CSC and RCMP to conduct full investigations.
The prison continues to operate on a modified routine.
Saskatchewan RCMP say that on April 21 they received a report of a deceased man and multiple injured individuals at the prison. Saskatchewan RCMP’s Homicide Investigation Unit continue to investigate.
As in all cases involving the death of an inmate, CSC said they will review the circumstances. CSC policy requires that the police and the coroner be notified.
