The COVID-19 pandemic seemed under control, with all signs pointing to a return to normal.
By July 11, 2021, the province's tight restrictions to curb the spread of COVID-19 seemed to be working. The province reported 70 per cent of people aged 18 and over were inoculated with at least one dose of the vaccine. It looked as though Saskatchewan was on target. And so, phase 3 of the reopening plan was put into action. It involved a rollback of all public health restrictions, including the mask mandate and limits on social gatherings.
As people celebrated a restriction-free summer – the numbers told a different story. Major outbreaks were recorded, primarily in the North Region, where vaccination rates were significantly lower. The next few months would bring record-breaking increases in new cases.
