LLOYDMINSTER —Two Edmonton men accused of operating unlicensed security services under the company names “Tribal Land Division Incorporated” and “Tribal Land Enforcement Division” without a license were back in court.
Carlietto Santoro, 25, and Darwin Fernandez Quispe, 25, had appearances scheduled in Lloydminster Provincial Court on March 11. Quispe’s case was adjourned to April 1, and a bench warrant to hold was issued. Santoro’s matter was adjourned to April 1 for election.
Both men face charges of possession of cocaine, weapons trafficking, unauthorized possession of a prohibited weapon, careless storage of a firearm, possession of a weapon for a dangerous purpose, illegal possession of government documents, and acting as a security guard without a license.
Santoro is also charged with providing a security guard service without a license.
The charges stem from an investigation that led police to execute a search warrant at a business and apartment in Lloydminster on Dec. 14, 2025. The searches were supported by multiple units, including the North Battleford Crime Reduction Team, Battlefords Provincial General Investigation Section, Lloydminster Saskatchewan Trafficking Response Team, Saskatchewan RCMP’s Onion Lake RCMP, and Lloydminster Crime Reduction Team.
During the searches, officers seized about 20 grams of cocaine, a quantity of cash, three firearms, ammunition, a Taser, a baton, and several government identification documents that didn’t belong to the occupants.
The two men were later arrested in Kitscoty, Alta., in connection with the investigation.
