REGINA — The City of Regina received several whistleblower complaints in 2025.
According to a report, four complaints were made to the whistleblower program for human resources.
The program allows city employees to report any findings of wrongdoing confidentially without having to worry about repercussions through a third-party hotline.
Findings of wrongdoings can include theft, acquisition of personal data, alteration of city documents, misuse of position, etc.
Any complaints made are conducted by the internal auditor, the director of people and organizational culture, and the city solicitor for review.
Of the four complaints made, two required an investigation. No further action was taken for the remaining two complaints due to insufficient information or because the respective complaints did not meet the program’s threshold.
While the complaints were not substantiated, the city said they offer valuable insight and can help identify opportunities to strengthen controls and improve processes.
The city also holds monthly fraud awareness training sessions to introduce the program and the hotline.
“These sessions will enhance employee awareness of fraud risks, strengthen early identification of potential issues, and promote the timely reporting of concerns through appropriate channels,” notes the report.
The program itself has been around since 2020.
