The City of Regina has reached an out-of-court settlement with Consumers’ Co-operative Refinery Limited (CCRL), ending a lawsuit with the refinery.

CCRL will pay the City $4.65 million for ‘expenses incurred by the City concerning the events of May 2020.’

On May 22, 2020, that City staff saw “a thick tar-like substance in wastewater.” It would be later confirmed that 60,000 litres of contained oily water were captured in lagoons.

Two years later, in May 2022, the City sued CCRL, accusing them of “egregious” conduct. The City was seeking more than $4.5 million.

“The City of Regina (City) and Consumers’ Co-operative Refineries Limited (CCRL) have reached a settlement in this matter which is satisfactory to both the City and CCRL,” the City said in a statement.

Brad DeLorey, a spokesperson with CCRL, said in early December, “the City and CRC reached a settlement on this matter which was satisfactory to both parties.”

The City added that further settlement details are confidential and cannot be disclosed.
